How to get a driving licence in Georgia (country), 2026

You can take the category B exam from 17, and from 18 you do not need a driving school. There are three tests: a computer theory test, a yard test and a city drive. If you pass each one first time, category B costs 55 ₾ for the theory sitting and the licence plus 90 ₾ for the city drive; the yard is free. Everything is booked and paid on sa.gov.ge, and the links for each step are below. The numbers in brackets point to the law or Service Agency page each rule comes from; the list is at the end.^{[1, 4, 10, 12]}

1. Check you qualify

The minimum age depends on the category.^[12]

The law normally asks for a full course at a driving school, but anyone who has turned 18 may sit the exam for category B or subcategories A1, A2 and B1 without one, and category AM needs no course at all. Under 18 you need a driving-school certificate (for B1 a public-school document also works) and a parent's written consent; a notarised consent is enough, the parent does not have to come.^{[1, 10, 11]}

Foreign citizens need a document showing at least 185 days of lawful stay in Georgia, or a registered address, within the last 12 months. Accredited diplomatic staff are exempt. If you already hold a foreign licence, you may not need exams at all: see exchanging a foreign licence and our FAQ.^[3]

2. Get the medical certificate

You need a health certificate on Form IV-100/a from any licensed clinic. It stays valid for 400 days from the day you hand it to the Agency, so get it shortly before you book.^{[2, 10, 11]}

3. Learn the theory

The theory test is a computer test at a Service Agency unit. Category B has 30 questions in 30 minutes, and since 21 May 2026 you pass with 25 correct answers, so 5 mistakes instead of the old 3. The test is offered in 8 languages: Georgian, Abkhazian, Ossetian, English, Turkish, Azerbaijani, Armenian and Russian.^{[2, 5, 6]}

4. Book the theory exam

You cannot walk in; you book a slot. Book the theory exam at exam-booking.sa.gov.ge or from your account at my.sa.gov.ge. The "Service Agency" app and the service centres take bookings too. You enter your personal number (foreigners: the number of your identity document), a phone number, the unit where you want to sit and the time, then pay within the deadline the system shows, either there or through pay.ge. An unpaid booking lapses.^{[5, 7, 9, 10]}

The exam fee is 40 ₾ and the licence itself 15 ₾, so the first sitting costs 55 ₾. Every further theory sitting is 40 ₾. The 40 ₾ also covers your yard attempts in the 30 days after you pass. Under 18 the first attempt at each stage is free.^{[2, 4, 10, 11]}

5. Exam day

Bring your identity document, proof of your address if the ID does not show it, the payment receipts, the driving-school certificate unless you are exempt, your current licence if you are adding a category, and the medical certificate. The photo is taken at the unit, and the booking becomes an admission only after the clerk checks your papers and gives you a queue number. In the room there are no phones, cameras or notes, no talking, and no leaving without the examiner's permission. If you fail, book again and pay 40 ₾.^{[2, 7, 10]}

6. Cancel or move a booking

Cancel or move a booking at least 72 hours before the exam and nothing happens. Do it at exam-booking.sa.gov.ge/cancel-exam or on my.sa.gov.ge. If you simply do not show up for the theory test, your next booking can be no earlier than the 7th day after the missed one. Missing the city drive is worse: you are disqualified, only 50 % of the fee comes back, you can book again after 30 days and sit the city drive no earlier than 90 days after the disqualification.^{[7, 8, 9]}

7. The yard

After the theory test you have 30 days for the practical exam. No booking is needed for the yard: come to any Service Agency unit except Tbilisi on any day but Sunday. For B and BE it is free, and if you fail you can try again every 7 days within the 30. An out-of-turn slot costs 30 ₾. The category B elements are parallel parking, the zigzag, turning in a narrow area, reversing into a box, the figure eight and the uphill start; for A, A1 and B1 it is the figure eight, the zigzag, the narrow turn and, for the motorcycles, the turn inside the marked circle. Categories A, A1, A2 and B1 end here; B, C, D and the trailer categories go on to the city.^{[2, 4, 10, 11, 14]}

8. The city drive

Since 22 May 2026 you can book the city drive as soon as you pass the yard, and you have 365 days to take it. Book at exam-booking.sa.gov.ge/practical-exam or on my.sa.gov.ge and pay through pay.ge: 90 ₾ per attempt for B and BE, 150 ₾ for other categories, plus 160 ₾ if you want an out-of-turn slot. Arrive 15 minutes early. Before you drive, the examiner gives you 2 tasks on the car itself (lights, brakes, fluids), and one you cannot do counts as a minor error. Since the 2026 reform the 15th minor error ends the exam, up from 12. After a fail the next attempt is at least 30 days later. For C1 and D1 the city drive is held in Rustavi, Telavi, Kutaisi and Gori; for D and the trailer categories in Rustavi and Kutaisi.^{[4, 8, 9, 11, 14, 15, 16, 17]}

9. Collect the licence

Show the receipt for the 15 ₾ issuance fee and, if you have one, your old licence. The card is ready in 5 working days (the Agency's FAQ says 7), you get an SMS, and faster production is available for an extra fee. Licences for AM, A, B, BE, T, S, A1, A2 and B1 are valid for 15 years, the heavy categories for 5, an international permit for 3. Renewal needs no exam, only a new medical certificate. A lost licence is replaced for 20 ₾; an international permit costs 109 ₾.^{[1, 2, 4, 10, 11, 13]}

Fees are set by article 6 of the law on Service Agency fees; the free yard for B and BE is stated by the Agency.^{[4, 11]}

Where two official sources disagree, the page follows the Service Agency, which runs the exam: the published text of Order 598, article 28, still gives 27 correct answers for category B, while the Agency's exam page and its May 2026 announcement apply 25. The Agency's category B page says the licence is ready in 5 working days and its FAQ says 7.
